Joseph was born 11 October 1918 to Evelyn Vanlergerghe. His father predeceased him. He had two half brothers, Tony and Walter, and a sister, Molly. He worked as a Labourer before enlisting in Winnipeg in April 1941. He was admonished in August 1943 for drunkenness.
Joseph was 26 years old when he died; he is buried in Beny-sur-Mer Canadian War Cemetery in Calvados, France. His mother died 3 and a half years after losing him; with no direct next-of-kin, his sister and half brothers fought as to who would receive his medals.
